The Community Development Department is committed to:

- Promotion of the community
- Retaining existing businesses
Its mission is fundamental and necessary for a growing city. We continue to coordinate festivals and events, such as the annual Cass County Fair.
The department is the administrative and enforcement staff for
Planning and Zoning, Historic Preservation, and manages the growing Geographic Information Systems (GIS) arm of
City Government.
The Community Development Department also accepts and reviews all development related information including plats, site plans, and construction plans and issues permits.
